In the public sector, these powers are usually derived from legislation, and are usually allocated to the Accountable Authority (AA) of Commonwealth Entity.  For example, an accountable authority may have power under the Public Service Act 1999 to appoint, promote or terminate staff.  The Accountable Authority may have power under the Public Governance, Performance and Accountability Act 2013 to approve proposals to spend public money, or to enter into a contract or other arrangement with financial implications.
