You discover that a contract that was recently entered into by your manager exceeded their delegation limit by the amount of GST. The contract has commenced and so far, it seems to be working out well.
Is there a problem with the approval to enter into the contract? If so, what actions should you take?

You have just presented your Tender Evaluation Plan to the Delegate for approval. The Delegate seems quite happy with the planning and effort evidenced by the plan and advises you of this. You are aware that the procurement activity is quite sensitive, and you reassure the delegate that the plan covers all of the associated issues and that s/he will be consulted if there are any unexpected issues.
The delegate tells you that noting the sensitivities s/he wants a daily brief on everything to do with the evaluation. In fact s/he is considering sitting on the panel to make sure that everything runs well. What would you tell the delegate?

Your delegate is away from the office unexpectedly, and will be for the next 6 weeks, so the organisation has asked another senior officer from the HR area to keep an eye on your area. A spending approval proposal needs to be approved in the next two weeks or the required procurement will be late in being implemented.
Can the senior officer approve the proposal? What are the issues that need to be considered?
